Study Assistance Scheme

Did you know that you now apply for study assistance directly through your home agency?

As a WA public sector employee, you may be entitled to receive a 10 per cent discount on course fees for a range of courses (refer to guidelines below for approved courses).

Edith Cowan, Murdoch, Curtin and Notre Dame Universities and the Australian Institute of Professional Counsellors provide public sector employees with savings on the cost of public sector related qualifications.

An approved authority at your home agency (the person who usually approves study leave) is responsible for assessing and approving your application for study assistance.

Guidelines, an application form and other relevant Study Assistance Scheme information is available below.

Eligibility

Permanent and fixed-term employees (full-time and part-time) in public sector agencies are eligible to apply for the Study Assistance Scheme.

To be eligible for the scheme you must:

  • be employed in the WA public sector
  • enrol in the course of study and obtain a student number before applying for the scheme
  • be a new entrant in a course of study or have received the discount the previous year
  • meet the academic entry and progress requirements of the education institution.

If you are continuing in a listed course and did not receive the discount in the previous year, you are not eligible for the scheme.

If you are approved for the Scheme, you:

  • can continue to qualify for the remainder of the course (subject to ongoing eligibility) and must re-apply at the beginning of each study period
  • continue to be eligible if you choose to progress to a higher level course (for example, from a graduate certificate to a graduate diploma)
  • remain eligible as long as you are an employee of a public sector agency.

Application process

Public sector agencies are responsible for assessing and approving Study Assistance Scheme applications for their staff.

If you are a student:

  1. Refer to the relevant Study Assistance Scheme Guidelines on the Public Sector Commission s Study Assistance page to confirm your course is eligible for the discount.
  2. Enrol in the course of study and obtain a student number before applying for the Study Assistance Scheme discount.
  3. Complete the Study Assistance Scheme application form.
  4. Seek approval from the appropriate authority within your agency, for example your direct line Manager or HR officer (the person who usually approves your study leave).
  5. Once approved, scan and email the completed and approved application form to your education institution prior to the deadline as stated in the relevant guidelines. Your email must be sent from your work email.

If you are an approving authority within home agency:

  1. Confirm the public sector employee’s status:
  • Ensure the staff member has entered their correct work email address
  • Verify the staff member’s employment status. If they are employed under a contract, ensure that the end date of the contract is after the commencement date for their study period
  • Check that the staff member has signed and dated the declaration.
  1. Approve the application by signing and dating under the heading "Agency authority use only".
  2. Return the signed and approved form to applicant to progress.

University (or Education Institution)

The university will receive a scanned copy of the completed and endorsed Study Assistance Scheme application form directly from the public sector employee who is seeking the discount.

The university will:

  1. Process the application
  2. Apply the discount and reflect it in the student’s Statement of Fees
  3. Notify the applicant of the outcome
  4. Liaise with the Public Sector Commission annually (in January) to ensure guidelines are up-to-date.

Guidelines for Edith Cowan University

Deadlines

Applications must be submitted prior to the deadlines for the Study Assistance Scheme, which are:

  • Trimester one: 17 January
  • Semester one: 11 March
  • Trimester two: 30 May
  • Winter term: 30 June
  • Semester two: 12 August
  • Trimester three: 1 October
  • Summer term: 12 January

Applications received after these dates will not be eligible for the Study Assistance Scheme.

Applicants must re-apply at the beginning of each study period before the stated deadline. The discount is not applied retrospectively.

Administration

Any administrative or other matters arising are dealt with jointly by the home agency and ECU.

The above courses, J97-99 are for student who wish to study online only (not on-campus study). It is one unit at a time over 7 weeks as opposed to multiple units at a time for 12-13 weeks.

For students wishing to study on-campus they can choose from the existing courses:

  • L51 Graduate Certificate of Cyber Security
  • L51 Graduate Diploma of Cyber Security
  • L33 Master of Cyber Security

For students who are already enrolled in these courses (L50, L51 and L33) via online mode they can continue or move across to the new ‘online only’ mode if it better suits their work schedules.

Guidelines for Murdoch University

Deadlines

Applications can be submitted no more than four weeks prior to the deadlines for the Study Assistance Scheme, which are:

  • Trimester one:       9 February
  • Semester one:      23 March
  • Trimester two:       1 June
  • Winter:                   1 July
  • Straddle:                5 October
  • Semester two:       24 August
  • Trimester three:    28 September
  • Summer:               14 December

Applications received after these dates will not be eligible for the Study Assistance Scheme.

Applicants must re-apply at the beginning of each study period before the stated deadline. The discount is not applied retrospectively.

Murdoch University is administering this scheme in compliance with the Higher Education Support Act (HESA 2003) Section 169-15 (2).
