Appointment of six Directors of regional development commissions

The Public Sector Commissioner Mal Wauchope today announced that the Governor has approved six appointments to the chief executive officer positions of regional development commissions, in accordance with section 45(1) of the Public Sector Management Act 1994.

  • Mr Robert Hicks

    Director, Goldfields-Esperance Development Commission

    Effective from 7 September 2012 for a term of one year.
  • Mr Bruce Manning

    Director, Great Southern Development Commission

    Effective from 7 September 2012 for a term of three years.
  • Mr Jeffery Gooding PSM

    Director, Kimberley Development Commission

    Effective from 7 September 2012 for a term of one year.
  • Ms Mellisa Teede

    Director, Peel Development Commission

    Effective from 7 September 2012 for a term of three years.
  • Mr Don Punch

    Director, South West Development Commission

    Effective from 7 September 2012 for a term of one year.
  • Ms Wendy Newman

    Director, Wheatbelt Development Commission

    Effective from 7 September 2012 for a term of three years.

These positions were advertised nationally.


Mr Robert Hicks

Director, Goldfields-Esperance Development Commission

Mr Robert Hicks has been appointed to the chief executive officer position titled Director, Goldfields-Esperance Development Commission. Mr Hicks’s appointment is effective from 7 September 2012 for a term of one year.

Mr Hicks is currently the Director, Goldfields-Esperance Development Commission. Prior to this appointment, Mr Hicks was the Area Manager of Goldfields/Esperance Chubb Security Services.


Mr Bruce Manning

Director, Great Southern Development Commission

Mr Bruce Manning has been appointed to the chief executive officer position titled Director, Great Southern Development Commission. Mr Manning’s appointment is effective from 7 September 2012 for a term of three years.

Mr Manning is currently the Director, Great Southern Development Commission. Prior to this appointment, Mr Manning was the Executive Officer, Southern Province Projects Group.

Mr Manning holds a Master of Business Administration from the University of Western Australia.


Mr Jeffery Gooding PSM

Director, Kimberley Development Commission

Mr Jeffery Gooding PSM has been appointed to the chief executive officer position titled Director, Kimberley Development Commission. Mr Gooding’s appointment is effective from 7 September 2012 for a term of one year.

Mr Gooding is currently the Director, Kimberley Development Commission. Prior to this appointment, Mr Gooding held the position Kimberley Regional Manager, Department of State Development.

Mr Gooding holds an Associate in Town and Region Planning from the Curtin University of Technology.


Ms Mellisa Teede

Director, Peel Development Commission

Ms Mellisa Teede has been appointed to the chief executive officer position titled Director, Peel Development Commission. Ms Teede's appointment is effective from 7 September 2012 for a term of three years.

Ms Teede is currently the Acting Managing Director, Goldfields Institute of Technology (formerly Vocational Education and Training, Goldfields Esperance). Prior to this appointment, Ms Teede had Acting Director roles in the Policy Planning and Innovation Directorate, Department of Training and Workforce Development.

Ms Teede holds a Diploma of Teaching.


Mr Don Punch

Director, South West Development Commission

Mr Don Punch has been appointed to the chief executive officer position titled Director, South West Development Commission. Mr Punch’s appointment is effective from 7 September 2012 for a term of one year.

Mr Punch is currently the Director, South West Development Commission. Prior to this appointment, Mr Punch was the Director, Special Projects, Family and Children’s Services.

Mr Punch holds a Master of Business Administration from Edith Cowan University.


Ms Wendy Newman

Director, Wheatbelt Development Commission

Ms Wendy Newman has been appointed to the chief executive officer position titled Director, Wheatbelt Development Commission. Ms Newman’s appointment is effective from 7 September 2012 for a term of three years.

Ms Newman is currently the Director, Wheatbelt Development Commission. Prior to this appointment, Ms Newman was the Business Development and Marketing Manager, Dowerin Events Management.

Ms Newman holds a Master of Commerce (Management) from the Curtin University of Technology.
